Publishing for the Vision-Impaired

Reusing content is not just about publishing both online and print. Apparently 20% of the US population is vision impaired, and if you factor in the dyslexic, it goes up to 35-40%. How do you render graphics and formulae for maximum accessibility?

How DO you handle graphics accessible? SVG allows text to be embedded in graphics and then pulled out and read aloud by a reader (I had no idea!).

The big question is how to do this w/o increasing the price of the journals.
